What this document is

The Skills Progression Ladder – Communication & Language is a practitioner guidance document designed to support adults in understanding how children’s communication skills typically develop during the Preschool years.

Rather than acting as a checklist or assessment tool, the ladder sets out possible developmental steps that help practitioners recognise what may come before and after a child’s current skills, and how to respond through interaction, environment and provision.

It focuses on listening, understanding, vocabulary development and back-and-forth conversation, with clear examples of adult language, interaction strategies and play-based experiences that support progress.

It is intended to support professional judgement, not replace statutory guidance or formal assessment.

  • Use consistent interaction prompts across the team

  • Value non-verbal communication and early attempts

  • Recognise that progress is spiral, not linear

It explicitly reinforces that:

  • Children develop language at different paces

  • Repetition is part of learning, not delay

  • Listening and conversation are skills that must be taught and modelled
