New Education Inspection Framework (November 2025) | What EYFS Settings Need to Know
Greetings wonderful early years practitioners!
The world of early years education is constantly evolving, and with it, the frameworks that guide and assess our invaluable work. Come November 2025, a significant shift will occur as the new Education Inspection Framework (EIF) comes into effect, bringing with it some crucial changes that EYFS settings across England need to be aware of. The framework applies to registered early years settings, maintained schools, academies, non-association independent schools, and further education and skills provision in England.
At Little Owls Resources, we believe in staying ahead of the curve to ensure the best possible outcomes for our youngest learners and to support the dedicated professionals who nurture them. Let’s dive into the key changes you need to know about for your early years setting.
1. Revised Grading System
Perhaps the most talked-about change is the new grading system. The familiar four-point scale (Outstanding, Good, Requires Improvement, Inadequate) will be replaced by a more nuanced five-point grading scale. The new grades are:
Exceptional
Strong standard
Expected standard
Needs attention
Urgent improvement
This shift moves away from a singular, often all-encompassing, judgment to a more granular assessment of various aspects of your provision. For EYFS settings, this means a more detailed reflection of your strengths and areas for development.
2. Separate Safeguarding Judgment
Safeguarding has always been paramount in early years, and the new framework elevates its importance even further by introducing a separate safeguarding judgment of 'Met' or 'Not Met'. As of November, Safeguarding will be assessed as a separate judgment from the other inspection areas.
3. Detailed Report Cards
The new framework will introduce a "report card" format for inspection outcomes. This will replace the single, overall judgment and will provide a more detailed assessment across multiple evaluation areas. The new detailed report cards will provide a comprehensive breakdown of your setting's performance across various areas.
4. Streamlined Evaluation Areas with a Spotlight on Inclusion
While the core principles of excellent early years education remain, the new framework streamlines the evaluation areas. Crucially for EYFS, there's a renewed and explicit focus on inclusion, ensuring that your setting effectively supports all children, including those with Special Educational Needs and Disabilities (SEND).
The inspection will evaluate settings across a number of key areas. For EYFS settings, these will include:
safeguarding
inclusion
curriculum and teaching
achievement
behaviour, attitudes and establishing routines
children’s welfare and well-being
leadership and governance
5. Enhanced Focus on Wellbeing for Children and Staff
The importance of personal development and wellbeing for children is highlighted. For EYFS settings, this reinforces the holistic approach to child development – ensuring not just academic readiness, but also emotional, social, and physical health. In conjunction with this there is a new emphasis on the wellbeing and workload of leaders and staff, recognising the immense dedication and challenges faced by early years professionals.
6. Changes to the Inspection Process
Routine inspections will be "full inspections," with the previous system of ungraded inspections being removed.
The inspection cycle for nurseries and childminders will be every four years, reduced from the current six-year cycle.
Settings receiving a 'Needs attention' grade may be subject to more frequent monitoring inspections.
Inspection teams will include an additional inspector.
Inspectors will consider a setting’s specific circumstances, such as student demographics and local area characteristics, as part of the evaluation.
This increased regularity and depth aim to provide more current and consistent oversight of early years provision.

While November 2025 may seem a way off, now is the time to start familiarising yourself with these changes.
