What this document is

The Skills Progression Ladder — Early Writing is a practitioner guidance document that supports adults in understanding how early writing typically develops during the Preschool years.

It reframes writing as a process of meaning-making, not letter formation, recognising that children become writers long before they write recognisable letters or names. The ladder outlines possible developmental steps from early mark-making through to controlled writing attempts, with practical guidance on adult interaction and provision.

The progression steps are not a checklist and are not intended to be used as assessment criteria. Instead, they support practitioners to recognise what may come before and after a child’s current skills and to plan next steps through motivation, play, purpose and confidence.

It is intended to support professional judgement, not replace statutory guidance or formal writing schemes.

  • Writing development is cyclical, not linear

  • Confidence and purpose matter more than neatness

  • Name writing emerges when children feel ready, not pressured
