What this document is

This document provides a Continuous Provision Audit & Resourcing List designed specifically for toddler rooms working with children aged 18–36 months.

It supports settings to review whether their environment is genuinely delivering the curriculum through provision, interaction and opportunity — rather than simply checking the presence of equipment. The audit brings together curriculum intent, the EYFS prime areas, Characteristics of Effective Learning, inclusion and sustainability into one coherent review tool.

The focus is on purpose, quality and impact, helping leaders and practitioners articulate why resources are provided, how they are used, and how they support toddler learning over time.

This document is not an equipment checklist or compliance tick-sheet. It supports professional judgement, reflective leadership and informed decision-making and does not replace statutory EYFS guidance or Development Matters.

Who this is for

  • Toddler room leaders and practitioners

  • EYFS leaders, managers and curriculum leads

  • SENCOs supporting inclusive environment design

  • Childminders reviewing home-based provision

  • Settings preparing for inspection or curriculum review

What this document helps you do

  • Review the quality and purpose of continuous provision

  • Ensure resources align with curriculum intent and pedagogy

  • Identify gaps, oversupply and duplication

  • Support safe, inclusive and sustainable resourcing decisions

  • Plan thoughtful rotation that supports depth, not novelty

  • Strengthen staff understanding of the adult role within provision

  • Prepare confidently for Ofsted “curriculum conversations”

  • Create a clear, prioritised action plan for environment improvement

How this fits within our Toddler framework

This audit tool forms part of our wider Toddler (18–36 Months) Curriculum & Pedagogy framework, supporting consistent, intentional environment design.

It works alongside:

  • Continuous Provision Setup Guides | Toddler Room

  • Continuous Provision Maps (18–36 Months)

  • How Our Toddler Curriculum Works

  • Curriculum Intent in Toddler Rooms (What It Means — and What It Doesn’t)

  • Toddler Pedagogy Position Statement – How Toddlers Learn (18–36 Months)

Together, these documents help practitioners to ensure toddler environments are safe, purposeful, inclusive and developmentally appropriate, with provision that genuinely supports how young children learn.

This document is part of our EYFS Curriculum & Pedagogy Membership (Professional), which provides full access to age-specific curriculum frameworks, planning guidance, assessment tools and leadership support.
