What this document is
This is a practical SEND & inclusion toolkit for toddler rooms (18–36 months), designed to help teams make reasonable adjustments quickly and confidently without relying on diagnosis-led practice.
It supports early identification and responsive provision in line with the graduated response (Assess–Plan–Do–Review), and strengthens inclusive practice through environment design, interaction strategies and family partnership. It is intended to support professional judgement and consistent practice, not replace statutory guidance or specialist advice.
