How to Use the Toddler (18-36 Months) Pathway
Purpose of This Overview
This overview explains how to navigate, understand and use the Toddler (18–36 months) Pathway effectively.
It is designed to:
support leaders, managers and practitioners in getting started
clarify which documents guide thinking and which guide practice
prevent overload or misapplication of materials
ensure the pathway is used in line with its intended pedagogy
This pathway is not a programme to deliver. It is a professional framework that supports high-quality, developmentally appropriate toddler practice.
Core Principle: Start With Pedagogy, Not Paperwork
The toddler pathway is built on a clear pedagogical foundation.
Before using planning tools or project resources, all staff should be familiar with:
how toddlers learn
the role of adults in toddler rooms
how curriculum intent is understood at this age
This ensures that documents are used to support practice, not replace professional judgement.
Step 1: Read These First (Foundations)

Step 2: Understand the Curriculum Structure
